Sweden Nicotine Pouch Regulation 2026: Product, Sales and Marketing Rules

Short answer: Nicotine pouches may be sold in Sweden, but each product must be notified to the Public Health Agency at least six months before consumer launch. Packs need a Swedish ingredients declaration and health warning. Retail must be notified, operate a self-monitoring programme and enforce an age limit of 18. Consumer marketing is subject to a special moderation standard.

1. Product notification is not pre-market approval

The manufacturer or importer must notify each tobacco-free nicotine product at least six months before it is supplied to consumers. Different brand names, flavours and nicotine strengths are notified separately, as are material changes. The Public Health Agency explicitly describes this as notification rather than an approval procedure. It may act later through market surveillance.

The Agency currently states a fee of SEK 4,200 per brand and product type for notification. It lists the same amount for annual reporting. Fees can change and should be checked before each filing.

2. The pack has two separate information requirements

The ingredients declaration must be in Swedish, appear on one of the largest pack surfaces and cover 20% of that surface. The health warning must appear on the two largest surfaces and cover 30% of each. The prescribed warning translates as: “This product contains nicotine, which is a highly addictive substance.” The legally required wording itself is in Swedish.

Having the right words somewhere on the can is therefore insufficient. Placement, language, area, typography and contrast are also specified in HSLF-FS 2023:24.

3. Reporting continues after launch

By 31 March each year, manufacturers and importers must report the preceding year’s Swedish sales volume and information on consumer groups, including children and young people under 25. Supply-chain actors must also collect information on suspected adverse health effects and act on non-compliant products.

4. Retail requires notification and self-monitoring

A business selling to consumers must notify its retail activity before starting and attach a self-monitoring programme. Businesses established in Sweden normally notify the municipality; other operators notify the Public Health Agency. The requirements also cover websites and cross-border sales to Swedish consumers.

Self-monitoring must reflect the actual sales flow. In e-commerce, that includes age verification at purchase and handover, including where a courier performs the final delivery.

5. Age 18 applies all the way to the recipient

It is prohibited to sell or hand over a product to anyone under 18. The party handing over the goods must establish the recipient’s age and refuse supply where proxy purchasing is suspected. Shops and websites must display clear information about the age limit.

6. Marketing is subject to a stricter moderation standard

All consumer marketing is subject to “special moderation”. Advertising must not be intrusive, unsolicited or encourage use. Flavour may only be referenced where justified by the consumer’s need for product information, and marketing must not specifically target or depict people under 25. Commercial advertising is prohibited on television, on-demand television and radio, as well as around user-generated videos on video-sharing platforms.

What regulators are examining in 2026

The Public Health Agency’s 2026 plan identifies e-commerce labelling and self-monitoring by foreign operators selling to Swedish consumers as priorities. It covers ingredients declarations, health warnings, prohibited product presentation and effective age checks. Pack artwork, product notification and the real checkout flow therefore form one compliance chain.
